July 2026: City Grants and Rebates for HOAs
As we head into a new budget year, many HOA and condominium boards are facing the same challenge: how do we fund needed projects without overburdening owners? The good news is that several Arizona cities offer grants, rebates, and neighborhood programs that can help stretch association dollars and support community improvements.
Each July, as cities begin new fiscal year budget cycles, our firm takes a fresh look at local neighborhood services programs, grants, and rebates that may be available to HOAs and condominiums and shares what we find. This has become an annual check-in, because new cycles often open in the summer, funding levels can change, and eligibility may expand from year to year.
Below is a snapshot of HOA/condo and neighborhood-related programs we’ve identified so far. This list is not exhaustive, and programs can change, so we’ll update this information as we learn more in the months ahead.
Why City Programs Matter for HOAs and Condos
City-provided grants and rebates can:
- Offset the cost of capital projects (entry features, wall and fence repairs, landscaping, lighting).
- Support water conservation efforts, especially turf-to-desert conversions and irrigation upgrades.
- Encourage community-building and safety projects that might otherwise be difficult to fund through regular assessments alone.
Even modest grants or rebates can make the difference between a project staying on the “wish list” and actually getting done.
Chandler – HOA Matching Enhancement / Assistance Program
Chandler offers one of the most clearly branded HOA programs in the region.
- Provides up to $12,000 in matching funds to registered HOA neighborhoods.
- Focused on publicly visible common areas, such as entry features, walls, fencing, and landscaping.
- Applications are accepted each fiscal year (July–May) or until funds are exhausted, on a first-come, first-served basis.
This program is tailor-made for HOAs looking to refresh their entrances or address aging common area features without covering 100% of the cost through assessments.

Chandler Water Conservation Rebates and Incentives Program
In addition to its HOA Matching Enhancement Program, the City of Chandler offers water conservation rebates and incentives that may benefit associations managing common areas and shared irrigation systems.
- Programs may include turf reduction, irrigation upgrades, and other water-saving improvements.
- Pre-approval is typically required, and projects must meet program guidelines to qualify.
- Funding is limited and may be offered on a first-come, first-served basis.
For HOAs and condominium communities evaluating landscaping updates or irrigation improvements, these programs can complement capital projects and help offset long-term operating costs.

Peoria – HOA Grants Program
Peoria’s HOA Grants Program is a long-standing resource for community enhancement.
- Provides up to $15,000 per HOA for projects that engage, revitalize, and/or improve safety in the community.
- The current application cycle is open from July 1 through August 10, 2026.
- Grants are intended to support community enhancement projects that improve and benefit HOA neighborhoods.
Associations in Peoria looking at entry upgrades, lighting, or other enhancement projects should consider whether they can leverage this cycle.

Scottsdale – Water Conservation Rebates
Scottsdale offers several water conservation rebates that can benefit HOAs and condominium communities, especially those considering turf-to-desert conversions.
- Grass removal rebates for removing high-water-use turf and replacing it with low-water landscaping.
- Pool/spa removal rebates for permanently removing pools or spas.
- Pre-approval is required, and projects must follow specific guidelines and timelines.
- Multifamily and HOA common areas can often qualify for larger, project-based turf conversion rebates, subject to inspection and written approval before work begins.
- Funding is available on a first-come, first-served basis, and projects must be approved before work starts.
These rebates can substantially reduce the cost of large-scale water-saving projects in common areas.

Surprise – HOA Water Conservation Rebates & Neighborhood Grant Program
Surprise is actively encouraging HOAs to invest in water-efficient landscapes and irrigation systems, and it also offers broader neighborhood grants.
Water Conservation Rebates for HOAs
- Turf removal: Up to 6,000 square feet at $2 per square foot, for a maximum of $12,000 per project.
- WaterSmart irrigation controllers: Rebates for one commercial-grade controller, up to $1,250.
- Rotary nozzle replacement: Up to $5 per nozzle, for up to 250 nozzles or $1,250 total.
- Funding is first-come, first-served until program dollars are exhausted.
For communities exploring turf reduction, irrigation upgrades, or nozzle retrofits, these rebates can materially lower project costs.

Surprise Water Conservation
Neighborhood Grant Program
- Provides up to $10,000 per project in the current fiscal year.
- Designed to foster partnerships between the City and neighborhoods and support neighborhood improvement and community-building projects.
- The application deadline for this cycle is August 28, 2026.
This program is a good fit for associations considering community-focused projects such as signage, gathering spaces, and beautification.

Tempe – Maryanne Corder Neighborhood Grant Program & Water Conservation Programs
Tempe offers both neighborhood grant funding and water conservation programs that can benefit HOAs, condominium communities, and other neighborhood groups.
Maryanne Corder Neighborhood Grant Program
Tempe’s Maryanne Corder Neighborhood Grant Program is administered by the City’s Neighborhood Services Office and is open to a variety of neighborhood groups, including HOAs.
- Eligibility: Neighborhood Associations, HOAs, and Crime Free Multi-Housing Communities.
- Project types: Art, landscape, lighting, park improvements, pollinator plants and gardens, signage, trees, walls, traffic calming, and water conservation.
- Maximum award: Up to $20,000 per project.
- Application cycle: Applications typically open in late fall, with an April deadline and summer announcement of grants.
- Funding process: Competitive, with special consideration given to first-time applicants.
This program is a strong option for associations interested in neighborhood improvement and community-building projects that go beyond routine maintenance.

Tempe Water Conservation Programs
Tempe also offers water conservation rebates and support programs that can help HOAs and condominium communities reduce outdoor water use and improve irrigation efficiency.
Commercial Grass Removal and Conversion Rebate
- Eligibility: Multi-family, HOA residential, and commercial properties.
- Maximum award: Up to $20,000.
- Timeframe: Year-round.
- Program details: Rebate of 50% of the landscape conversion cost, up to $20,000, when converting live grass to planted desert landscaping in common areas. Pre-approval required.

Commercial Tree-bate
- Maximum award: Up to $500.
- Timeframe: Year-round.
- Program details: Receive 50% of the cost of the tree up to $100. Businesses, HOA common areas, and multi-family customers can use this rebate for up to five desert-adapted trees per site.

- Cost: Free.
- Timeframe: Year-round, with monthly updates.
- Program details: Site-specific data compares actual landscape water use with high-efficiency goals and provides tools to identify improvements that may save money, improve plant health, and earn community recognition.

Tucson – Water Conservation Rebates and Multifamily Upgrade Programs
Tucson Water offers conservation incentives that may be relevant to HOAs, condominium communities, and multifamily properties, particularly for landscape conversion and water-efficiency improvements in common areas.
Ornamental Turf Removal Rebate
- Eligibility: Commercial, multifamily, and HOA customers of Tucson Water.
- Rebate amount: $5 per square foot of ornamental turf removed.
- What it supports: Replacing non-functional or ornamental turfgrass with low-water-use or desert-adapted landscaping.
- Bonus incentives: Additional incentives may be available for new trees and rainwater harvesting basin capacity.
- Important note: Associations should confirm current requirements, approval steps, and funding availability before beginning work.
This program may be especially helpful for associations considering turf-to-desert conversion in entry areas, perimeter landscaping, or other irrigated common areas.

Upgrades for Multifamily Properties
- Eligibility: Certain multifamily properties, including some HOAs, depending on property type and program requirements.
- Funding: Up to $170,000 per property for qualifying indoor water-efficiency upgrades.
- What it may cover: High-efficiency toilets, showerheads, faucets, dishwashers, clothes washers, and installation.
- Program focus: Properties built before 2006 or using outdated fixtures, with priority for properties serving primarily low-income residents.
This program may be more limited in applicability than the turf rebate, but it may be worth exploring for condominium or townhome-style communities that function more like multifamily housing.

How HOAs and Condos Can Use These Programs
If your association is considering:
- Entry feature or wall repairs
- Landscaping upgrades or turf-to-desert conversion
- Irrigation or water-efficiency improvements
- Safety or lighting projects
- Neighborhood art or community-building initiatives
it may be worth asking:
- Does our city have an HOA-specific or neighborhood grant program?
- Are water conservation rebates available for common areas?
- Can we time a project to align with an application cycle or rebate window?
In many cases, these programs require:
- A formal application,
- Basic project scope and budget,
- A commitment to complete the project within a specified time frame, and
- Sometimes a neighborhood or HOA match.

This Is a Living Snapshot
This blog post reflects programs we’ve identified so far in our July fiscal year review. It is not a complete list of every grant, rebate, or neighborhood program available in Arizona, and cities may:
- Open new grant cycles later in the year,
- Adjust funding levels,
- Add or retire specific rebate programs, and
- Expand eligibility to include HOAs and condominium associations.
